Brian Jeffrey Raymond photographed his victims and kept detailed notes on the abuse he committed, a Washington DC court heard
Disturbing Crimes Uncovered
Brian Jeffrey Raymond, a former CIA officer, has been sentenced to 30 years in prison for drugging and sexually assaulting over two dozen women during his tenure with the agency in South America. The shocking details of his crimes were revealed in a Washington DC court, where it was disclosed that law enforcement discovered hundreds of images depicting Raymond groping and abusing his unconscious victims on his computer.
Raymond received his sentence on Wednesday, nearly a year after pleading guilty to multiple charges, including sexual abuse, abusive sexual contact, coercion and enticement, and transportation of obscene material. As part of a plea agreement with federal prosecutors, he admitted to raping four additional women, sexually abusing six, and taking obscene photographs of 28 female victims.
A Pattern of Deceit and Abuse
Raymond's criminal activities began in 2006 and continued for nearly two decades. Prosecutors detailed how the veteran agent utilized dating apps to meet his victims while stationed in countries such as Mexico and Peru. He would invite these women to his government-leased apartment, where he would serve them drinks laced with drugs, rendering them unconscious before sexually assaulting them.
The investigation into Raymond's actions began in 2020 when police in Mexico City responded to a distress call from a woman who was found naked and screaming for help from his balcony. The victim reported that she had been drugged and raped by Raymond, who later confessed to the assault.
Evidence of Horrific Acts
Following the initial report, investigators uncovered more than 500 images of nude and unconscious women on Raymond's computer. Disturbingly, some of these images showed him groping the victims, forcing their eyelids open, and placing his fingers inside their mouths. Prosecutors revealed that Raymond meticulously documented his assaults, keeping detailed records that included his victims' ages, ethnicities, and even notes on whether their breasts were natural.
US Attorney Graves condemned Raymond's actions, stating, “When this predator was a government employee, he lured unsuspecting women to his government-leased housing and drugged them. After drugging these women, he stripped, sexually abused, and photographed them.” The sentence handed down ensures that Raymond will be classified as a sex offender for life and will spend a significant portion of his remaining years behind bars.
Sentencing and Consequences
During the sentencing hearing, US District Judge Colleen Kollar-Kotelly labeled Raymond a “sexual predator” and emphasized the gravity of his actions. In addition to the lengthy prison term, Raymond was ordered to pay $260,000 in damages and will be subject to lifetime parole upon his release.
This case highlights the severe consequences of abuse of power and the importance of holding individuals accountable for their actions, especially those in positions of authority. The sentence serves as a reminder that such predatory behavior will not be tolerated, and justice will be pursued for the victims affected by Raymond's heinous crimes.
