Russia has announced for the first time that ISIS orchestrated the attack on a Moscow concert hall that killed more than 140 people.
More than 20 people have been arrested in Russia in connection with the terrorist attack on a concert hall near Moscow in March that killed more than 140 people, the head of the FSB security service said, adding it was the first terrorist attack by Islamic State.
