Seizures and Legal Dispute
Israeli security forces seized the UNRWA's Kalandia vocational training center in East Jerusalem last week. Israel disputes the agency's rights to the site and has announced plans to repurpose the facility as part of a Jerusalem municipal development project.
Earlier this year, Israeli authorities also seized and partially demolished the UNRWA's former headquarters in the Palestinian neighborhood of Sheikh Jarrah. Kuttab described the pattern of actions as a deliberate transfer of UN assets to Israeli control.
In late 2024, Israel enacted legislation barring UNRWA from operating on what it considers sovereign territory, alleging that the agency has links to Hamas.
